PROPERTY CONDITION ASSESSMENT
SAFE BUILDING ENGINEERING conducts PROPERTY CONDITION ASSESSMENTS in comply with industry standards based on American Society for Testing and Materials (ASTM E2018-15) requirements. The purpose of ASTM E2018-15 is to define good commercial practice in the United States of America for conducting a baseline Property Condition Assessment (PCA) of the improvements located on a parcel of Commercial Real Estate by performing a Walk-Through Survey and Conducting Research as outlined on this guide.
The Property Condition Assessment SHOULD have four components (customers can choose not to complete all ):

DUCUMENTATION REVIEW AND INTERVIEWS
Documentation Review and Interviews with objective to augment the walk-through survey and to assist in understanding of the subject property and identification of physical deficiencies. This should include building certificate of occupancy, safety inspection records like building/zoning code violations and recorded fire code violations, warranty information, records indicating the age of material building systems, drawing and specifications and more.
WALK-THROUGH SURVEY
Walk-Through Survey has objective to observe material systems and components, identify physical deficiencies, and any unusual features inside and outside of a commercial building. The specific items of the material building systems to be observed:
a. Site and Grounds.
b. Structural Frame and Building Envelope.
c. Mechanical Systems.
d. Interior Elements.


OPINION OF COSTS
Opinion of Costs to Remedy Physical Deficiencies is based upon the walk-through survey and information obtained from documentation review, in accordance with ASTM E2018-15. General-scope opinions of costs are to be prepared for the suggested remedy of material physical deficiencies observed. These opinions of costs are to assist the user (customer) in developing a general understanding of the physical condition of the subject property. Opinions of costs will be segregated into immediate costs and short-term costs.
PROPERTY CONDITION REPORT
Property Condition Report (PCR) is based on user's (customer's) request and agreement. SAFE BUILDING ENGINEERING can provide FULL Property Condition Assessment (as described above), or PARTIAL Property Condition Assessment to include only walk-through survey and report. This decision is made by the user (customer) based on the level of risk tolerance, and desired level of due diligence.


ENVIRONMENTAL
Following non-scope considerations (based on ASTM E2018-15) that the user (customer) may want to assess in connection with commercial real estate transactions or other purposes (maintenance, upgrades etc.), environmental impact is highly recommended. A Phase I Environmental Site Assessment should be an essential step in acquiring commercial or industrial property, but there are many questions stakeholders may have about Phase I ESA. Phase I Environmental Site Assessments are the introductory phase of investigating. If there is a potential for environmental risk or contamination on a property that would affect its value and if additional investigation and testing is warranted. The purpose of a Phase I Environmental Site Assessment is to gather sufficient information to develop an independent professional opinion about the environmental condition of the property and to identify actual or potential environmental contamination, which may impact the property value or affect claim to an “innocent land owner” exemption following acquisition.
